On February 28, the Talent Service Plan of Hongkou District was launched in Hongkou Park of the National Science and Technology Park of Tongji University, and the Post-doctoral Innovation Practice Base of Hongkou District was unveiled. In 2023, the series activities of the talent service of Hongkou District were launched.

An official of Hongkou District Human Resources and Social Security Bureau introduced the Talent Service Plan of 2023, and announced the "Special Support Policy for Domestic and Overseas Excellent Graduates Talent Stations in Hongkou District" by video. Hongkou District Human Resources and Social Security Bureau, Shanghai North Middle Ring Science and Technology Innovation Enterprise Development (Group) Co., Ltd. and the National Science and Technology Park of Tongji University signed a memorandum of cooperation on talent service in the North Middle Ring Science and Technology Innovation Cluster Zone of Hongkou District.

On the same day, the application for the Post-doctoral Innovation Practice Base of Hongkou District in 2023 was launched, and settlement and project application solicitation order were issued to enterprises and institutions in the district. The Administrative Measures for the Construction of the Post-Doctoral Innovation Practice Base of Hongkou District was introduced. An official of the group and Quyang Road Sub-district explained the relevant local services of the North Middle Ring Science and Technology Innovation Cluster Zone. An official of the Professional and Technical Personnel Management Division of Shanghai Municipal Human Resources and Social Security Bureau made a detailed interpretation of the basic situation and relevant policies of the post-doctoral station, and the representatives of high-tech enterprises in Hongkou made an exchange speech.

It is reported that the Post-doctoral Innovation Practice Base in Hongkou was successfully approved in December 2022. As an important platform for talent training, scientific and technological innovation and achievement transformation, the establishment of the Post-doctoral Innovation Practice Base will inject new impetus and contribute new wisdom to the development of Hongkou.

In recent years, Hongkou has thoroughly implemented the new concept, new strategy and new measures of talent work in the new era, actively served the overall situation of talent development, and took multiple measures to promote the key work of talent. The Talent Service Plan launched this year in seven aspects, such as the construction of the Post-doctoral Innovation Practice Base, the live broadcast for posts, the promotion of the North Bund Talent Service Alliance, the development of the human resources service industry, the "one-code access" and "all-post access" of talent services, the innovation and entrepreneurship of returned students, and the upgrading of the special policy of talent station.
